For decades, pc28has protected huge parts of the city from anything denser than detached or semi-detached houses. How pc28became an uneven city, and the looming fight to change the rules.

From a bird’s eye view, pc28is jagged and inconsistent.

One neighbourhood is packed with high-rises – balconies stacked on top of balconies as far as the eye can see.

This is the picture of Yonge and Eglinton, one of the city’s fastest growing neighbourhoods.

But move just a few blocks in any direction, and the picture changes dramatically. The skyline plummets.

An expansive terrain of low-slung homes takes over, with driveways and tidy backyards.

These kinds of sharp crests and valleys play out across the pc28map – a consequence of a city that’s grown rapidly, but unevenly.
