No prom unless you volunteer? Ontario students are mandated to volunteer for 40 hours — but has it actually had an impact?

Ontario’s requirement was introduced 25 years ago, and with it an annual scramble by students to complete 40 hours before graduation. Is it working?

By early March, Nevaeh Froman was already swept up in preparations for prom — shopping for the perfect dress and making plans with her boyfriend and a few classmates to rent a party bus.

But one thing stood between her and the May evening she was dreaming about.
